Proceedings Of Nigeria Senate Of Wednesday, 15th December, 2021

Senate President Ahmad Lawan led the Principal Officers into the Chambers, took the official prayers and began the day's proceedings at 10:52am.

VOTES AND PROCEEDINGS

Senator Frank Ibezim moved for the adoption of the Votes and Proceedings of Tuesday, 14th December, 2021.

Senator Kola Balogun seconded.

PETITIONS

Senator Ayo Akinyelure submitted five Petitions from the office of the President of the Senate:

1. Petition from Irene Ottin of Own Boss Magazine against Assistant Commissioner Of Police -Grace Longe in respect of misconduct for auctioning and conversion of his Toyota Corolla Car 1.8GL1 to herself since 2015.

2. Petition from Ibrahim Muhammed Awal and 14 others against the state Coordinator of Rice Farmers Association (Sani Abubakar Danladi) Complaint/petition diversion, Unscrupulous, Fraudulent and sharp practices against Sani Abubakar Danladi, the state Coordinator of Rice Farmers Association of Nigeria, Taraba state and other: A call for urgent intervention/investigation and proper auditing of the Activities of Rice Farmers Association of Nigeria, Taraba state Branch from November 2020 to date.

3. Petition from Waziri George against Dr. Ahmed Isah and Brekete family Taxi Association: A letter of appeal against Brekete family Taxi Association

4. Petition from Elder (Hon.) Ikoedem Ekong and 3 others on behalf of the joint Committee of Mpono Nnitor Ibeno & Ulok people's Assembly against Akwa Ibom state Government and state House of Assembly in respect of the Resolution of Akwa Ibom state House of Assembly passed on 14th September, 2021 to remap Akwa Ibom state and its Consequences on the people and lands of Ibeno Local Government Area in Akwa Ibom state

5. Petition from Zainab Shehu against Major General Sani Mohammad and Alh. Anas Muhammad in respect of the Attitude of Major General Sani Mohammad, formerly at the Zaria Training School but now at the Nigerian Army Defence Head Quarters, Abuja and Alh. Anas Muhammad (his brother) for Trespass, abuse of office and total disregard of Courts orders

Petitions were laid and referred to Committee on Ethics, Privileges and Public Petitions to report back within four weeks.

POINT OF ORDER

1. Senator Abdulfatai Buhari cited Order 43 to discuss the demise of His Imperial Majesty, the Soun of Ogbomoso Land, Oba Oladunni Oyewumi, Ajagungbade III, who joined his ancestors on Sunday December 12th, 2021 at the age of 95.

Senate observed a minute silence in honour of the late Monarch.

2. Senator Ibikunle Amosun cited Order 43 to inform the Senate on the demise of Olowu of Owu, Oba. Dr. Olusanya Adegboyega Dosunmu, who joined his ancestors on Sunday December 12th, 2021. 

Senate observed a minute silence in honour of the late Olowu of Owu.

3. Senator Sabi Abdullahi cited Order 43 to inform the Senate on the demise of former Chief of Army Staff, Gen. Mohammed Inuwa Wushishi (retd.) who died on Saturday, December 11th, 2021 at a London hospital at the age of 81.

Senate observed a minute silence in honour of the late General.

Senate Leader, Senator Yahaya Abdullahi moved that the Senate do consider the request of Mr. President C-in-C on the Confirmation of the nomination of following persons for Appointment as National Commissioners and Resident Electoral Commissioner for Independent National Electoral Commission (INEC) in accordance with paragraph 14 of Part (1) of the Third Schedule to the Constitution of the Federal Republic of Nigeria 1999 (as amended).

CONSIDERATION OF BILLS FOR SECOND READING

1. A Bill for an Act to provide for the Establishment of the National Assembly Budget and Research Office and for other related matters connected thereto, 2021(SB. 853) by Senator Sadiq Umar.

Senator Sani Musa seconded. Said, “It is very important that this office functions because if you look at other parliaments, you will see that they have a Budget and Research office and they do most of the work when the appropriation is tabled. You will see that the office is engaged and most of the things that we face today will be limited.”  

The Bill was read the Second Time and referred to the Committee on Establishment and Public Service Matters to report back within four weeks.

2. A Bill for an Act to make provisions for the empowerment of women and gender equality to establish a legislative Framework for the empowerment of women; to align all aspects of laws and implementation of laws relating to women empowerment, and the appointment and representation of women in decision making positions and structures; and to provide for matters connected therewith, 2021 (SB.208) by Senator Biodun Olujimi 

Senator Stella Oduah seconded. 

The Bill was stood down for further legislative action read the Second Time and referred to the Committee on 

3. A Bill for an Act to provide for the Establishment of the Federal University of Agriculture and Environmental Sciences Aboh, Imo state and for other related matters connected thereto, 2021 (SB.783) by Senator Rochas Okorocha 

Senator Frank Ibezim seconded. Said, “Agriculture will reduce the challenges of unemployment amongst our young people and I believe that in establishing a University of Agriculture in every Senatorial district will help in facilitating the opportunities of employment and curb youth restiveness in our communities. I urge every distinguish senator to please support this Bill.”

The Bill was read the Second Time and referred to the Committee on Tertiary Institutions and TETFUND to report back in four weeks.

PRESENTATION AND CONSIDERATION OF REPORTS 

1. Report of the Committee on Communications Universal Service Provision Fund (USPF) Budget proposal for the year ending 31st December, 2022 by Senator Oluremi Tinubu

Senator Oluremi Tinubu moved that the Senate do consider the report of the Committee on Communications on the Universal Service Provision Fund (USPF) Budget proposal for the year ending 31st December, 2022. 

Senate approved the recommendations as presented.

2. Report of the Committee on Communications 
Nigerian Communications Commission (NCC) Budget proposal for the year 2022 by Senator Oluremi Tinubu 

Senator Oluremi Tinubu moved that the Senate do consider the report of the Committee on Communications on the Nigerian Communications Commission (NCC) Budget proposal for the year 2022.

Senate approved the sum of Six hundred and thirty-three billion, three hundred and ninety three million and two hundred and ninety three thousand as Nigerian Communications Commission (NCC) Budget for the year 2022.

3. Report of the Committee on Local and Foreign Debts 2018-2020 Federal Government External Borrowing (Rolling) Plan NO. 3 by Senator Clifford Ordia 

Senator Clifford Ordia moved that the Senate do receive and Consider the report of the Committee on Local and Foreign Debts on the 2018-2020 Federal Government External Borrowing (Rolling) plan NO. 3.

Senator Bima Enagi seconded.

Senator Clifford Ordia laid and presented the report.

Senate approved the recommendations as presented.

ADJOURNMENT

Senate Leader, Senator Yahaya Abdullahi moved that Senate suspends other items on the Order Paper till another legislative day.
